COMPETITION TRIBUNAL MEMBERS

Some new faces at the Competition Tribunal 

President Jacob Zuma appointed two new members to the panel of the Competition Tribunal with effect from January 2017. 

The new members are former Chief State Law Advisor Enver Daniels, who will fill the post of Deputy Chairperson and Professor at Public Law, at the University of Cape Town, Halton Cheadle, has joined as a part-time member. Both will serve for a period of five years.

The appointments brings the number of full-time panel members to five and the part-time members to six. The panel is led by Chairperson Norman Manoim, with Yasmin Carrim and Mondo Mazwai, who have legal expertise, and Andreas Wessels a trained economist serving as full-time members.

Daniels was admitted as an attorney in 1980 and was appointed special advisor to the then Minister of Justice, the late Dr Dullah Omar shortly after the 1994 elections. He held that position until July 1997 when he was appointed Chief State Law Advisor to the Government of South Africa, a position he held until he joined the Tribunal.

Part-time member, Cheadle is an attorney with 36 years’ experience and his areas of expertise include labour law, constitutional law, administrative law and municipal law. He also joined the Tribunal.

Cheadle participated in the drafting of the Bill of Rights in the final Constitution and various labour statutes including the Labour Relations Act, 1995, the National Economic Development and Labour Council Act, 1994 and the Mine Health and Safety Act, 1996, as well as the Special Pensions Bill, the Electoral Bill, and the Public Administration Management Bill, 2014. He has also drafted labour laws as part of labour law reform in Botswana, Lesotho, Mozambique, Namibia, Swaziland, Tanzania, Nigeria and Zimbabwe. 

Cheadle is the first South African to sit on the ILO Committee of Experts on the Application of Conventions and Recommendations (CEACR), International Labour Organisation, Geneva. He is currently practicing law at Bradley Conradie Halton Cheadle (BCHC).
